Early Years commissioning – appointment to framework

The decision will establish a framework of organisations suitable to deliver course based or time bound interventions to support children under five and their families to achieve their full potential. This framework will be used on an annual basis for the commissioning of these interventions based on locally identified need and to be delivered as a core component of the children’s centre programme.

Consultation process

Children’s centre staff, colleagues from partner organisations, parent champions and parents and carers have been extensively consulted to develop a further understanding of the types of support required. This process has been ongoing through the mechanism provided through children’s centre parents forums, advisory boards and satisfaction surveys, as well as through some targeted pieces of work which have been led by the commissioning team to further inform this process. This has included consultation with parents who are both regular service users and those who are not yet accessing the services they may need as well as an engagement day with key stakeholder.

Stakeholders, including parents and carers, will be involved in establishing the specifications for the annual mini tender process and in the monitoring and evaluation of services procured from the framework.
