To initiate the process for appropriating part
of the open space which forms part of the Stockwell Memorial Garden
to highway land in order to deliver improvements to the highway for
cyclists.
To agree to the publication of the necessary notices in the local
press.
To authorise the appropriation to take place if no objections are
received to the proposal in response to the press notices.
To note that the Strategic Director Delivery will exercise
delegated authority to consider any objections received in response
to the press notices and decide, in the light of any objections
whether to proceed with the appropriation.
To note that if the appropriation is authorised the Strategic
Director Delivery will exercise delegated powers to enter in a
highway dedication agreement with TfL in respect of the
appropriated land
TfL will compensate Lambeth for the loss of open space by
incorporating a part of their highway into a new open space which
will be re-landscaped and transformed into a civic amenity funded
by TfL.

Consultation process
Legal notices to outline the Council’s
intentions to appropriate open space land to TfL for public highway
use will be published after the decision has been taken. The
Council will be required to consider any representations received.
Additionally, TfL will submit a planning application for change of
use to the Memorial Garden.
The proposed scheme was subject to extensive consultation including
a public exhibition before the application was submitted to the
Secretary of State.
