Lambeth Council, just like all other councils in England has a constitution. Our Council Constitution sets out how the Council operates, how decisions are made and the procedures that are followed to ensure that these decisions are efficient, transparent and accountable to all local people. The Council Constitution is made up of the following seven sections:

1. Contents, subject index and glossary

This is a list of contents and an index to help you find the information you want to access. There is also an explanation of the meaning of some of the terms and expressions used in the Constitution which is set out in the glossary of terms.

2. Introduction to the Cooperative Council Constitution

This is the introduction to the Constitution and sets out general information about what is included. It also covers the decision-making processes, how key parts of the Council operate and the rights of the public to become involved in these processes.

3. How the Council Makes Decisions

Sets out how decisions are made. This includes the responsibilities and terms of reference of the Council's various committees and panels, including the Cabinet and other executive functions.

4. Rules governing how the Council operates

This part sets out the detailed procedure rules, also known as standing orders, which cover how meetings operate, including Full Council, Cabinet, Scrutiny Committees, the Health and Wellbeing Board and more. The Cabinet Member portfolios are also set out here. It also sets out the Access to Information procedure rules and the Petition Scheme.

5. Codes and Protocols

This explains how Councillors and officers of the Council must conduct themselves according to their codes of conduct, and other codes of conduct and protocols on subjects such as the use of resources, gifts and hospitality.

6. Members allowance scheme

This sets out details of all the allowances which Councillors are entitled to claim. It also sets out their key duties.

7. Management structure

This chart sets out the Council’s internal officer structure.
