    Minutes:

    The Chair, Nicholas Long, welcomed all to the meeting and the following declarations of interest

    were raised:

    ·         Robert Holden had a family interest and a potential right to burial in five graves; and,

    ·         Nicholas Long was a grave owner

Election of the Advisory Group Chair and Vice-Chair

    Minutes:

    Wayne Chandai, Democratic Services Manager, conducted the election of the Chairs.

     

    RESOLVED: To elect Professor Robert Flanagan as the Chair of the West Norwood Cemetery Advisory Group.

     

    RESOLVED: To elect Brent Elliott as the Vice-Chair of the West Norwood Cemetery Advisory Group.

     

3.

Election of the Scheme of Management Committee Chair and Vice-Chair

    Minutes:

    Wayne Chandai, Democratic Services Manager, conducted the election of the Chairs.

     

    RESOLVED: To elect Nicholas Long as the Chair of the West Norwood Cemetery Scheme of Management Committee.

     

    The Chair proposed and attendees agreed that the Vice-Chair election be deferred until next meeting to await determination of the committee structure.

    RESOLVED: That the minutes of the meeting dated 05 February 2020 be noted as an accurate record of proceedings, subject to correcting the spelling of Brent Elliot’s name.

Oral Update from the Chairs since 11 May 2020

    Minutes:

    The Chair of the Scheme of Management Committee provided an oral update to attendees since 11 May 2020, in particular stating:

    ·           Covid-19 had impacted project progress, with a delay from March 2020 to when work resumed in early 2021.

    ·           The work completed was listed in the following agenda item, and tangible progress had been made in the first stage of the project.

    ·           Preeti Chatwal-Kauffman, Head of Capital Programmes, and Ian Bhoorasingh, Senior Project Manager, were thanked for their work.

    Minutes:

    Jacqueline Landy, Bereavement Services Manager, presented the report and answered questions as follows:

    ·           Updates point to matters going as planned.

    ·           All trees due for removal during 2022 had been checked and signs were all up, with 21 trees to be removed.

    ·           The Still-Born Memorial wording was yet to be confirmed, and comments were welcomed.

    ·           Volunteer groups and the apprenticeship were beneficial and valuable.

    ·           Robert Flanagan noted that there should be regular clearing of fallen leaves around the new Dolton Path excavation to discourage foxes.

    ·           There should be an examination of the impact of trees on the grass.

    The report was supported unanimously by the Advisory Group and Scheme of Management Committee.

     

    RESOLVED:

    1.    To approve the amended membership structure for the Strategic Partnership Board and the National Lottery Heritage Fund (NLHF) Implementation Board for West Norwood Cemetery, as shown in paragraphs 2.4 and 2.5.

    2.    To approve the revised terms of reference for the Strategic Partnership Board and NLHF Implementation Board to reflect the change in Board membership, as set out in Appendix 1 to this report.

    Minutes:

    Kevin Crook, Assistant Director for Neighbourhood (Parks, Leisure and Cemeteries), introduced the report and answered questions as follows:

    ·         Discussion was around whether taking report to Full Council for approval was needed or in accordance with procedure. Officers explained it was not usual procedure to do so and would instead use procedure for West Norwood similarly to other cemeteries, such as Streatham.

    ·         Paul Barber pointed out the legislation mentioned in the report needed updating to include reference to the 1912 in addition to the 1836 Act.
