Declarations of Pecuniary Interest

Under Cabinet Rule 1.5.2, where any Cabinet Member has a Disclosable Pecuniary Interest (as defined in the Members’ Code of Conduct (para. 4)) in any matter to be considered at a meeting of the Council, a committee, sub-committee or joint committee, they must withdraw from the meeting room during the whole of the consideration of that matter and must not participate in any vote on that matter unless a dispensation has been obtained from the Monitoring Officer.

RESOLVED: That the minutes of the previous meeting held on 05 July 2021 were approved as a correct record of proceedings.

    The report was introduced by Deputy Leader (Planning Investment and New Homes) Councillor Matthew Bennett who highlighted that:

    ·         The process received a vast amount of community engagement stakeholder involvement.

    ·         The policy planned for more homes which were affordable. Especially as the Labour party recognised that there was a severe housing and homelessness crisis which would be addressed by building homes.

    ·         In addittion to more homes, the policy planned for more jobs and affordable workspaces and sustainable climiate, which reflected the commitments Lambeth made.

    ·         All Large developments north of Brixton will always have affordable work space, for example Elizabeth House in Waterloo, had one of the largest, permenant affordable workspaces in London.

    ·         The Government appointed inspector removed the councils plans for affordable housing under 10 units as well as capped rent in co-living spaces.


    In response to some of the questions the Deputy Leader and officers advised the following:

    ·         The government stated that securing affordable housing from small developments was a barrier to deliver small sites. Although, there had been no evidence of this in Lambeth. Lambeth were always able to secure affordable housing on small sites.

    ·         The council would continue to ensure that they secure affordable housing and workspaces.

    ·         Government proposals would not change this plan and it would not be affected by new systems, however, any future plan that may be reviewed would.


    Cabinet welcomed the plan and were pleased that it had incorporated multiple aspects around safety, crime prevention and counter terrorism which embedded the Lambeth Made Safer Strategy and the Safer Spaces and Violence Against Women and Girls workstream. This demonstrated that the council could work collabritvely across directorates in order to make policies fit for purpose for the local community.


    RESOLVED unanimously:

    1.         To recommend Council adopt the revised Lambeth Local Plan 2021, incorporating main modifications, at Appendix 3 and the Changes to the Policies Map at Appendix 4.


Adoption of Community Infrastructure Levy Charging Schedule 2022 pdf icon PDF 451 KB

    The report was introduced by Deputy Leader (Planning Investment and New Homes) Councillor Matthew Bennett who highlighted that the Council’s 2018 manifesto was met, which was to increase the rate that the council could charge for the community infrastructure levy (CIL). This would generate money that would be put back into community projects and investment. This would support employment and skills, community safety and projects across the borough where the council could then share the proceeds of growth.


    In response to Members questions, The Deputy Leader, Councillor Matthew Bennett and officers explained that:

    ·         The Council were transparent and ensured that it was clear where this funding would be spent for example, schools, parks and playgrounds.

    ·         Other neighbouring boroughs had gained more money yet received less. Lambeth however had been able to meet the 50% requirement of affordable housing on public land, therefore key priorities for the borough would not be jepordised.

    ·         The revised local plan policy and highest proposed CIL rate was tested together and formed a joint evidence base.

    ·         Increase in CIL rates was a significant rise from previous rates. For example, Waterloo and Vauxhall had a 60% increase.


    The Leader of the Council, Councillor Claire Holland noted that the report was welcomed and thanked the Deputy Leader, Councillor Bennett and the team that worked together in order ensure that the Council could invest record amounts into the community, like employment infrastructure, which would create a more resilient and fairer Lambeth.


    RESOLVED unanimously:

    1.         To recommend Council approve the new Lambeth CIL Charging Schedule with effect from 1 January 2022.


SEND and Inclusion Strategy pdf icon PDF 489 KB

    In introducing the report the Cabinet Member for Children and Young People, Councillor Edward Davie, noted that officers had worked hard with service provider’s, families and children. And that this strategy was required as part of the Children and Family Act 2014, to ensure a strategy is in place to provide the correct support for children with Special Educational Needs and Disabilities (SEND).


    In response to some of the questions raised, Officers and the Cabinet Member for Children and Young People, Councillor Edward Davie advised that:

    • Lambeth’s figures showed that Black Caribbean and African representations were marginal, however national figures demonstrated a large disproportionality within the SEND co-hort.
    • Training would be verified by individuals who have had experience with diverse communities.
    • Inclusivity was a large key strand across this strategy. Lambeth wanted to ensure that the voices of young people were captured in structures the council had.
    • The recent Clapham Common playground refurbishment in consultation with children and families with SEND, ensured that equipment was available to all, regardless of their protected characteristics.


    Cabinet welcomed the report. The Leader of the Council, Councillor Claire Holland expressed her gratitude to officers who helped to develop a dynamic strategy, which would improve the diversity of young people’s voices.


    RESOLVED unanimously:

    1.         To agree the SEND and Inclusion Strategy attached at Appendix A.


    2.         To note the Headlines and consultation outcomes, attached at Appendix B.


    3.         To delegate to the Assistant Director for Education Strategy, Access and Inclusion, in partnership with accountable officers across the Local Area partnership, to implement the Strategy, administer and complete the Action Plan.


Leisure Services Delivery from 2022 pdf icon PDF 399 KB

    In introducing the report, the Cabinet Member for Voluntary Sector and Leisure, Councillor Donatus Anyanwu and officers informed Cabinet that the one-year contract extension would allow Lambeth to review an in-house offer to provide the service. The extension would build capability and would also allow the Council to look at future-proofing income.


    In response to a question raised, officers and the Cabinet Member assured Cabinet that the in-house avenue and extension had been discussed and negotiated with GLL, who was the current provider and that there would be no reason for performance to dip within this one-year extension.


    Cabinet expressed the following:

    ·                     That GLL had been an excellent provider for the past 15 years and during this time the leisure offer at Lambeth had improved significantly.

    ·                     That the council offered a high-quality service once this was in-house.

    ·                     They were pleased to see that the report focused on health.

    ·                     Sports are vital and the council’s inclusive strategy was something to be proud of.


    RESOLVED unanimously:

    1.         To insource Leisure Services from 1 April 2023.


    2.         To agree a one-year extension of the existing Leisure Services contract with Greenwich Leisure Limited (GLL), from 1 April 2022 until 31 March 2023; and to delegate authority to the Strategic Director for Resident Services in consultation with the Cabinet Member for Voluntary Sector and Leisure, to finalise the arrangements for the extension.


    3.         To agree the commencement of a procurement exercise to secure specialist support for the creation of a detailed implementation and transition plan for the new in-house service.
