Announcements Minutes: The Mayor noted that Councillors Anna Birley, Lucy Caldicott, Joe Corry-Roake, Stephen Donnelly, Mahamad Hashi, Jackie Meldrum, had given their apologies for absence.
· The Mayor reported that there had recently been two royal visits: from the Earl and Countess of Wessex to Vauxhall City Farm, and from the Duchess of Cornwall to Ebony Horse Club and Dwaynamics. · New T-shirt designs, the sales of which would go towards the Mayor’s Charity for this year, the Albert Kennedy Trust, would soon be available.

Petitions will be presented at the meeting by Councillors. Minutes: The Mayor noted that six requests had been made for deputations requesting the reversal of Low Traffic Neighbourhoods (LTNs), and due to this demand the requests had been combined into one larger deputation with ten minutes allocated to them, and Councillor Claire Holland would be allocated five minutes in response.
A deputation was made to Council in support of LTNs. Council noted that: · Sarah Berry and Liz Stephenson stated that 60% of Lambeth residents did not have access to a car, and that LTNs had allowed more people to feel able to cycle and walk safely, thereby reducing the number of vehicles on the roads. An expansion of the programme was needed, alongside more protected cycle routes and wider pavements, in order to create a healthier, fairer borough. Over 100 people, including residents, businesses and GPs, were campaigning for an LTN in Streatham Wells, and while there was a commitment from the Council to introduce one, there was not yet a timetable for its implementation. Streatham Wells had the second worst rates of road danger and rat running in the borough and had high levels of through traffic, all of which affected physical and mental health. · Councillor Claire Holland, Deputy Leader of the Council (Sustainable Transport, Environment and Clean Air), acknowledged that strong views were held by both people for and against LTNs, but the abuse and threats from a small minority of people were unacceptable. Increased numbers of people were cycling and walking more, and the mini-Holland project in Waltham Forest showed that over time traffic decreased in areas with LTNs. Schemes could be adapted to meet local needs and concerns, and consultation would be required to make the schemes permanent. It was unfortunate that it had not been possible to deliver an LTN in Streatham Wells as part of the first tranche of interventions. Lambeth had high rates of air pollution and actions such as LTNs were necessary to address the climate crisis and to create a fairer borough.
A deputation was made to Council on the closure of Larkhall Bridge. Council noted that: · Vadim Jean stated that he supported the aim of reduced congestion and emissions, but that closing the bridge only created new problems. There was no evidence of danger as a result of increased use of the bridge by pedestrians and cyclists, but the closure had diverted traffic to already busy areas. A similar closure had been attempted 15 years earlier with negative outcomes. Residents had been informed of the closure two days before it came into effect, with no consultation. He requested an on-sire meeting with Cllr Holland and officers, the data used to make the decision to close the bridge and the reopening of the bridge until consultation had taken place. · Councillor Claire Holland, Deputy Leader of the Council (Sustainable Transport, Environment and Clean Air) stated that she would be willing to meet on-site to discuss the closure, which was part of the emergency Transport Strategy. Cabinet Statement Minutes: The Leader of the Council, Councillor Jack Hopkins, addressed Council, noting the following: · He thanked all those involved in supporting the Council’s response to the Covid-19 pandemic. Cases were rising in London, with the rate in Lambeth doubling within a week, and further restrictions were likely. · The Council had called for increased measures, funding and control for local authorities. Without a circuit-breaker lockdown, cases and deaths would continue to rise. · It was crucial that businesses received the necessary support, including an extension to the furlough scheme.

Opposition Statement Minutes: The Co-Leader of the Opposition, Councillor Jonathan Bartley, addressed Council and noted the following: · He thanked the Chief Executive for the regular briefings for Council staff. · A functioning Track and Trace system was imperative, and a circuit-breaker lockdown would be ineffective without one. · Recent outbreaks in schools showed the need for more blended learning. · The extension of the eviction ban to Christmas was welcome, but the Council should commit to its promise that the eviction plan would only end after the Covid-19 pandemic. · The introduction of LTNs was welcome, but it was important to act if elements were not effective.

Questions from Councillors Minutes: 1. Councillor Nicole Griffiths to Councillor Claire Holland, Deputy Leader of the Council (Sustainable Transport, Environment and Clean Air) Supplementary Question Councillor Griffiths asked if the communications strategy could be published online. Supplementary Answer Councillor Holland stated that since the Council had declared a climate emergency, all departments had been expected to take ownership on the climate crisis. There would be an overarching communications plan and strategy, which Councillor Holland would share with other Members.
2. Councillor Tim Briggs to Councillor Jack Hopkins, Leader of the Council Supplementary Question Councillor Briggs asked if Councillor Hopkins believed violence was immoral. Supplementary Answer Councillor Hopkins stated that all councillors should be anti-racist.
3. Councillor Fred Cowell to Councillor Claire Holland, Deputy Leader of the Council (Sustainable Transport, Environment and Clean Air) Supplementary Question Councillor Cowell asked that West Norwood be prioritised for LTNs in any future funding rounds, particularly when considering the 50% increase in traffic on the South Circular. Supplementary Answer Councillor Holland stated that the emergency funding had strict time limits, and therefore not all projects could be delivered. She stated that she would be willing to meet with Councillor Cowell and residents on the issue.
4. Councillor Jackie Meldrum to Councillor Christiana Valcarcel, Deputy Cabinet Member for Disability Supplementary Question Councillor Meldrum did not ask a supplementary question.
5. Councillor Ibrahim Dogus to Councillor Jennifer Brathwaite, Deputy Leader of the Council (Housing and Homelessness) Supplementary Question Councillor Dogus asked for an update on the evictions policy. Supplementary Answer Councillor Brathwaite stated that Lambeth would continue to protect council tenants and that council tenants in arrears would not be evicted. The policy would next be reviewed in January 2021.
6. Councillor Rezina Chowdhury to Councillor Jim Dickson, Cabinet Member for Health and Adult Social Care (job-share) Supplementary Question Councillor Chowdhury asked how residents and workers in care homes would be protected. Supplementary Answer Care homes in Lambeth had a lower level of Covid-19 infection and mortality, which had been achieved through the use of testing and supply of PPE. This would continue throughout the pandemic.
7. Councillor Ben Kind to Councillor Claire Holland, Deputy Leader of the Council (Sustainable Transport, Environment and Clean Air) Supplementary Question Councillor Kind asked when a consultation on the rationalisation of CPZs in Tulse Hill would take place. Supplementary Answer Councillor Holland stated that she would meet with Councillor Kind to discuss the issue.
8. Councillor Joanna Reynolds to Councillor Sonia Winifred, Cabinet Member for Equalities and Culture Supplementary Question Councillor Reynolds asked if event organisers would be expected to meet certain standards, and if penalties would be used. Supplementary Answer Councillor Winifred stated that Key Performance Indicators and penalties were in place. Any breaches of these expectations would negatively affect an organiser’s ability to hold future events in Lambeth.

Minutes: The Mayor stated that a request for an emergency motion on LTNs had been received from Councillor Briggs. While this was clearly a subject affecting local community, with public support and opposition, after consulting with the Director of Legal and Governance, he did not consider that it was an emergency necessitating an emergency motion. Councillor Briggs had already submitted a motion at this meeting which would be voted on, and Overview and Scrutiny was exploring how to consider LTNs.

Women with disabilities and Covid-19 Council notes that:
The COVID-19 pandemic is both an unprecedented health and economic crisis, which has brought into sharp focus multiple inequalities in our society and in particular, for people with disabilities. In addition, the intersectional nature of inequality, particularly for women with disabilities, is clearly evidenced in the results from the research that this Motion is based upon. The consequences of unequal impacts will be stark and long-lasting.
The global financial crash in 2008 and resulting recession, revealed that people with disabilities are more likely to bear the brunt of economic crises. People with disabilities are more likely to rely on public services and often lack a financial cushion to protect themselves and their families from the impact of lost earnings.
The previously converging disability pay gap widened and funding for many essential services for people with disabilities was cut.
However, unequal economic impacts are by no means inevitable and can be ameliorated or (as is more often the case) worsened by policy decisions.
This crisis also poses a greater threat to the health of people with disabilities. Many have been at the sharp end of the failure to limit the spread of Covid-19 in care homes, for example, while others may have had home support arrangements compromised.
