Election of Mayor

    Minutes:

    The beginning of the meeting was delayed to accommodate observers in the public gallery. Annual Council commenced 7:10pm.

     

    Councillor Marcia Cameron in the Chair.

     

    Cllr Paul Gadsby proposed a motion to elect Cllr Christopher Wellbelove as the Mayor of Lambeth for the municipal year 2018/19.

     

    The meeting was adjourned from 7:15pm to 7:20pm because of persistent disruption from the public gallery.

     

    It was moved by Cllr Paul Gadsby, seconded by Councillor Jane Edbrooke and:

     

    RESOLVED to elect Cllr Christopher Wellbelove as the Mayor of Lambeth for the municipal year 2018/19.

     

    The following declaration was made and subscribed before the Chief Executive:

     

    ‘I, Christopher Wellbelove, having been selected to the office of Mayor of the London Borough of Lambeth, hereby declare that I take that office upon myself, and will duly and faithfully fulfil the duties of it to the best of my judgement and ability. I undertake to observe the code as to the conduct which is expected of members of the London Borough of Lambeth.’

     

    The meeting was adjourned from 7:23pm to 7:30pm to enable the investiture to take place in the Mayor’s Parlour.

     

    Councillor Christopher Wellbelove in the Chair.

     

    The newly elected Mayor thanked Council and said he was humbled to be elected as Mayor for a second term. He would take every opportunity to raise awareness around mental health, in particular he would work to break the silence around mental health and promote the work of his chosen charity, Mosaic Clubhouse.

     

    The Mayor then introduced his guest, Paul, who spoke about his journey of mental health recovery through Mosaic Clubhouse. Following this, the Mayor introduced another guest, John Moore, who performed a song to Council.

     

    Due to persistent disruption from the public gallery, the Mayor was of the opinion that in anticipation of further disorder, and in order for Council business to be properly considered, the public should be excluded from the remainder of the meeting. The Press were permitted to remain.

     

    The meeting was adjourned from 7:57pm to 8:07pm.

Election of Deputy Mayor

    Minutes:

    It was moved by Councillor Kevin Craig, seconded by Councillor Jane Edbrooke and:

     

    RESOLVED to elect Councillor Ibrahim Dogus to the office of Deputy Mayor of the London Borough of Lambeth for the municipal year 2018-19.

     

    The following declaration was made and subscribed before the Chief Executive:

     

     ‘I, Councillor Ibrahim Dogus, having been elected to the office of Deputy Mayor of the London Borough of Lambeth hereby declare that I take that office upon myself, and will duly and faithfully fulfil the duties of it according to the best of my judgement and ability’.

Announcements

    Minutes:

    The Mayor noted the sad passing of Dame Tessa Jowell and requested that councillors defer their tributes to the next meeting of Council. Council was then invited to join the Mayor in a minute of silence as a mark of respect.

     

    The Mayor made a short announcement about the recent local elections and invited Councillors Lib Peck and Jonathan Bartley to address Council.

     

    Councillor Peck said she was proud to be re-elected as Leader of the Council, particular as one of 25 female Labour council leaders.She described her experiences canvassing before the election and noted that local people were overwhelmingly satisfied with council services, including the significant investment in cycling infrastructure and council housing. The Labour administration was proud of its record on a range of issues and valued its close relationship with local partners and organisations.  It was equally proud to represent the diverse, tolerant and engaged local population; also noting that distinct local identities needed to be maintained and enhanced. Local people understood the financial restraints on the Council and all councillors were invited to support the campaign against government austerity. The Labour administration was ready to continue improving services for the people of Lambeth.

     

    Councillor Bartley congratulated the Mayor on his election and thanked officers for their work during the members’ induction. The Lambeth Green Party believed in plural politics and had received the support of voters from other party backgrounds. In forming the official Opposition, it had made history and would continue to work on issues including libraries, estates and bin collections. The Green Party would welcome the cooperation of other councillors on an issue by issue basis. Councillor Becca Thackray, who had served as a councillor between 2010 and 2014, was congratulated on her return office.

Declaration of Pecuniary Interests

    Under Standing Order 4.4, where any councillor has a Disclosable Pecuniary Interest (as defined in the Members’ Code of Conduct (para. 4)) in any matter to be considered at a meeting of the Council, a committee, sub-committee or joint committee, they must withdraw from the meeting room during the whole of the consideration of that matter and must not participate in any vote on that matter unless a dispensation has been obtained from the Monitoring Officer.

Leader of the Council, Cabinet portfolios, other administration and Opposition appointments pdf icon PDF 203 KB

    Minutes:

    The Leader of the Opposition, Councillor Jonathan Bartley, addressed Council and welcomed the new cabinet portfolio for Environment and Clean Air. He also said there was local cross-party support for the committee system of governance and that the Green Party endorsed this approach. Other councils had successfully reverted to the committee system following the Localism Act (2011) and the approach warranted proper consideration by the Council.

     

    The Deputy Leader of the Council (Jobs, Skills and Performance), Cllr Jack Hopkins, commented on the high quality of Labour councillors elected to office and expressed confidence in their ability to deliver over 100 manifesto pledges. The proposed cabinet member portfolios had been designed specifically to deliver these initiatives and the administration would get to work immediately.

     

    Council moved to vote on the recommendations as presented in the report:

     

    RESOLVED, unanimously

     

    1)    To elect Councillor Lib Peck as Leader of the Council.

    2)    To note the Cabinet appointments as made by the Leader of the Council and other group appointments

    3)    To note Opposition appointments as set out in the report.

     

     

     

8.

Review of Allocation of Seats to Political Groups pdf icon PDF 173 KB

    Minutes:

    The Leader of the Opposition, Councillor Jonathan Bartley, addressed Council and noted there was a legal requirement for a member of the Green Party to have a seat on each council committee. It was disappointing that an Opposition member had not be offered the Chair of Overview and Scrutiny position. Furthermore, the local government voting system was problematic and consequently the Green Party had lost out. The Council should take actions to move towards proportional representation and fairer allocations for the Green Party on committees.

     

    Councillor Jane Edbrooke (Labour) said that Labour had an overwhelming majority and that every administration councillor had a mandate to participate on council committees. The proposed allocation of seats over-represented Opposition members and it would be unfair to stretch this further. Members from both Opposition parties had been offered seats on Overview and Scrutiny and their participation was welcomed.

     

    Council moved to vote on the recommendations as presented in the report:

     

    For: 50

    Against: 1

    Abstain: 5

     

    RESOLVED

     

    1)    That the report of the Chief Executive setting out the recommended allocation of seats to political groups, as set out in Table 2 below, be adopted.

    2)    That Council reappoints its Committees with the sizes and allocation of seats between political groups as set out in Table 2 of the report.

    Councillor Tim Briggs (Conservative) said the proposed change to the overview and scrutiny call-in mechanism, raising the threshold from one to five members, was misguided and unreasonable. With only six Opposition councillors in place, the new threshold would prevent residents from voicing their concerns on policies that affected their lives. Councillor Briggs listed the issues that had been considered at previous call-in meetings which he said would not have happened if the proposed arrangements had been in place. The administration had a responsibility to allow thorough public scrutiny of their policies.

     

    The Leader of the Opposition, Councillor Jonathan Bartley, objected to the proposed changes and said that they were significant amendments that had not been properly consulted on. Constitutional changes should instead be dealt with through the cross-party Constitutional Working Group and then brought to Council.

     

    The previous Chair of Overview and Scrutiny Committee, Councillor Ed Davie, addressed Council and explained that the committee had held seven different call-in meetings in a single year under the last administration. This was more than the entire number of ordinary meetings and had been a significant drain on resources. The Overview and Scrutiny function was completely separated from the executive and Labour councillors had previously called-in decisions. A shift in emphasis was now required towards pre-decision scrutiny, to be brought about through enhanced intelligence sharing. The mechanism for call-in would remain in place and the revised threshold would encourage more effective scrutiny.

    Councillor Tim Briggs (Conservative) raised concerns about the proposed members’ allowances scheme, in particular some of the Special Responsibilities Allowances (SRAs) which he said could not be justified.

     

    The Leader of the Opposition, Councillor Jonathan Bartley, said he was committed to campaign against funding cuts and proposed a 56% cut in the additional SRAs for councillors. He proposed a motion without notice to refer the issue back to the appropriate person, the Chief Executive. The Chair denied the motion and requested Cllr Bartley defer the motion the first ordinary meeting of Council.

     

    Councillor Jane Edbrooke (Labour) said that the overall SRA budget had been cut but that Lambeth was a large borough with a range of complex challenges. Labour was proud to introduce new Policy Lead positions which had been designed to tackle some of the borough’s most pressing issues.
