Declaration of Pecuniary Interests
Under Standing Order 4.4, where any councillor has a Disclosable Pecuniary Interest (as defined in the Members’ Code of Conduct (para. 4)) in any matter to be considered at a meeting of the Council, a committee, sub-committee or joint committee, they must withdraw from the meeting room during the whole of the consideration of that matter and must not participate in any vote on that matter unless a dispensation has been obtained from the Monitoring Officer.

Special Circumstances Justifying Urgent Consideration
It was not possible to publish this agenda five clear days before the meeting, notwithstanding the fact that notice had been given of the intention to hold the meeting via the Council’s website. However, now that a clear approach with regards to Council meetings in light of the Covid-19 global pandemic has been confirmed, the Chair is of the opinion that, although this report could not be made available for at least five clear days before the meeting, nonetheless it should be considered now as a matter of urgency to ensure there is an opportunity for the committee to continue to carry out essential business by scrutinising the plans prior to the decision being taken to approve them.
