Approval of a waiver to award 2 x (up to) five year contracts to Guy’s and St Thomas’s Hospital Trust and King’s College Hospital for the provision of GUM and community sexual health services in Lambeth, Southwark and Bromley.
1. To award a contract to Kings College Hospital (KCH) for the provision of integrated sexual health services over the period 1 October 2017 to a maximum end date of 31 March 2022 on behalf of the London Boroughs of Southwark and Lambeth. The contract will be offered at a fixed value by the Council of £1,226,975 from 1 October 2017 of which £478,370 will be paid by Lambeth. The total contract sum for 2018/19 for Lambeth and Southwark will be £2,412,162 of which £906,964 will be paid by Lambeth. Activity, pricing and payment methodology for the remaining three years of the contract period will be determined and agreed on a year by year basis between the Council and the provider but will not exceed the annual sum outlined in the finance section.
2. To agree additional maximum payment to KCH of £50,000 per year for each of Lambeth and Southwark (pro-rata in 17/18) up to 31 March 2019 for growth in activity, evidenced as repatriated from other clinics outside of Lambeth.
3. That the contract award will enable access to purchase the service provision by all other London boroughs; each borough accessing services from the contract will be responsible for their own financial arrangements with the provider, whilst Lambeth as host commissioner will performance manage the contract on behalf of the other boroughs. The new contract and service specification reflect the service modernisation initiatives, including working in collaboration with the London online sexual health testing service.
