In December 2013, approval was given to the
waiver of section 8.0 (Purchasing Rules) of the Contract Standing
Orders in order to extend the Shared Lives scheme with Lambeth
Mencap for a further period of 12 months for the period 1 January
2014 to 31 December 2014.
During the extension period it was proposed to:
a) Expand the Shared Lives Scheme to all client groups by
participating in the Cabinet Office Trailblazer Scheme, for the use
of Social Impact Bond.
b) Enter into direct negotiation with Social Finance to develop a
social investment mechanism to expand the Shared Lives scheme
through a competitive selection process.
Lambeth appointed Social Finance to support the development of this
contract model in Lambeth and to identify a viable Shared Lives
provider for the delivery of Shared Lives care in Lambeth, to be
supported with social investment. In selecting the Shared Lives
provider, Social Finance has undertaken to run a fair and
transparent selection process
This report requests that permission is given to award a contract to Grace Eyre, who successfully tendered for the Shared Lives scheme. It lays out the context of the tender, any risks and plans for contract monitoring the new service.
