Purpose:

To grant scheme approval for Highway changes to Chicheley Street and Belvedere Road as the first phase of the South Bank Spine Route public realm project.

The proposals include a new zebra crossing on Belvedere Road, a wider uncontrolled pedestrian crossing on Chicheley Street, drainage remedials, carriageway resurfacing, localised carriageway widening to facilitate turning manoeuvres, and adjustments to the vehicular bays along Chicheley Street to enable the installation of Transport for London (TfL) Cycle Hire bikes and of a temporary bus stop.

The works will be funded from the £10.388m Capital Investment Programme earmarked for Waterloo and the South Bank

Decision:

1.    To have regard to the Equality Impact Assessment prepared for the purposes of this report (Appendix 2).

 

2.    To authorise officers to carry out statutory consultation pursuant to Schedule 9, paragraph 20(1) and Section 23(2) of the Road Traffic Regulation Act 1984 and Section 90C of the Highways Act 1980 referred to below in paragraphs 4.3, 4.7 and 4.11 respectively.

 

3.    Subject to the outcome of the consultation referred to above, to grant scheme approval for the proposals described in section 2 of this report and illustrated in the design drawings attached in Appendix 1 at an estimated cost of £761,900.  

 

4.    That, subject to the above approval to delegate to the Director of Infrastructure and Capital Delivery consideration a written report of the outcome of the consultation referred to in recommendation 2 above

 

5.    That, subject to the consideration of the written report referred to in paragraph 4 above to delegate to the Director of Infrastructure and Capital Delivery consideration as to whether or not to hold a local inquiry in respect of objections resulting from the statutory consultation process under section 90C of the Highways Act 1980.

 

6.    Subject to there being no material alteration to the Scheme arising from the consultations referred to above, to authorise officers to implement the scheme under sections 45, 49, 124 and Schedule 1 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984.

 

7.    Subject to approval of recommendation 6 above, to allocate £761,900 from the Capital Investment Programme (CIP) ‘theme’ budget for Waterloo & South Bank Economic Recovery: public realm investment, approved by Cabinet in July 2020 towards the implementation of highway changes to Chicheley Street and Belvedere Road as illustrated on drawings attached in Appendix 1 as part of the first phase of the South Bank Spine Route public realm project.
