Proposal to adapt the methods of allocating
high needs top-ups for special schools, resource bases and
mainstream schools and to increase funding rates on the combined
allocations for places and top-ups by 3%, including for alternative
1. To fund Lambeth special schools, resource bases and alternative provision on the basis of the top-up bands and rates set out in Table 4 from 1 April 2020.
2. To increase Lambeth mainstream schools’ current high needs allocations for summer term 2020 by 3% from 1 April 2020;
3. To fund Lambeth mainstream schools on the basis of the top-up bands and rates set out in Table 4 from 1 September 2020 with new bands being determined by the one nearest, up or down, to current annualised per pupil top-up and any subsequent decisions on bands being determined at annual review.
4. To set top-ups for FE Colleges, out-of-borough mainstream and special schools at a rate that ensures value for money, which recognises when institutions last increased their rates and which ensures that Lambeth pupils in out-of-authority institutions are being funded fairly, compared to those in Lambeth settings.
