1) To note that the Council has now implemented its Gold Command arrangements to respond to the COVID19 emergency and the Council is required to take decisions on the basis of a Command, Control and Co-ordination basis.
2) To amend the Council’s Scheme of Delegation to provide that, to the extent permitted by law, any function may be exercised by the Head of Paid Service, notwithstanding its delegation to the Cabinet, Cabinet Member or another Director where, in the opinion of the Head of Paid Service it is necessary and expedient in the circumstances to do so, and in consultation with the Leader.
