Decision:

 

1.         To agree the following changes to Adult Social Care fees and charges:

 

Ø  Cease six weeks of non-chargeable domiciliary care from 6 April 2020;

Ø  Charge for domiciliary care for the second carer when two carers are required at the same time from 6 April 2020;

Ø  Increase the charge for a Meal on Wheels from £3.00 to £4.00 from 6 April 2020;

Ø  Make the community alarm / technology enabled care provision a chargeable service and charge £4 per week for the service for people with an adult social care support package.  These new arrangements for people in the community with a community alarm / technology enabled care and an adult social care support package will be implemented from 6 April 2020;

Ø  Reduce the level of the standard Disability Related Expenditure allowance from £25.00 to £10.00 from 6 April 2020;

Ø  Freeze the Minimum Income Guarantee (MIG) at £209.06 for older people (the 2019/20 amount) until the Department of Health and Social Care’s guidelines on charging increases the MIG above the frozen level.  This change would take effect for the financial year 2020/21;

Ø  Introduce a charge for setting up deferred payments agreements, as set out in the table included in this report (paragraph 2.42), to be implemented from 6 April 2020; and,

Ø  Introduce a flat rate charge of £140 for brokering non-residential care services for self-funders and implement from 6 April 2020.

 

2.         To approve the revised Adult Social Care Contributions Policy, Appendix C.
