Officer decisions

Officer Decisions is a database that Lambeth Council uses to list:

  • all officer key decisions (these are identified), and
  • certain officer non-key decisions

This enables transparent decision making, and meets the requirements of the Local Government Act 2000 and the council’s Constitution.

What is a key decision?
A key decision is either a major financial matter or a matter that has a significant impact on the community. In detail, this means that a key decision either:

  • 1. Requires an amendment to the Community Plan Outcomes Framework or requires a recommendation to Council to amend the Budget and Policy Framework.
  • or,
  • 2. Financial: Results in the local authority incurring expenditure, raising income or making of savings in excess of £500,000
  • or,
  • 3. Community Impact:
  • Has a significant impact on: • communities living or working in an area comprising two or more wards in Lambeth, or • the wellbeing of the community or the quality of service provided to a significant number of people living or working in an area, or • Communities of interest

    What non-key decisions are included?
    A non-key decision involving resources over £100,000.

    What does the Officer Decisions database show?
    The Officer Decisions database shows both pre-notified decisions and approved decisions. The public officer report is published. Pre-notified decisions are shown on the database for five clear days before the proposed decision. The decision is shown as approved on the day the decision is taken. However, key decisions are then subject to a five clear day call-in period (see below).

    Who do I contact if I have a question about a decision?
    Please contact the person listed as the "report author" in the decision report. Report authors will respond to all enquiries and ensure views received are considered by the decision-maker before the decision is made.

    What does "decision status" mean?
    There are four types of decision status. They are:

    1. For determination The proposed decision has been pre-notified. The expected decision date (the earliest date a decision will be taken) is shown after the publication date. Any queries or concerns should be addressed to the report author. These will be considered before a decision is taken.
    2. Recommendations approved (in green) The decision has been approved and can be implemented.
    3. Recommendations approved (subject to call-in) (in yellow) The key decision is approved but cannot be implemented until the call-in period of five clear days has been completed. A councillor can "call-in" a key decision and must state their reasons.
    4. Called-in (in red) The decision has been called-in and cannot be enacted. The appropriate scrutiny committee must consider the matter. If the scrutiny committee agrees the call-in, the decision-maker must reconsider the decision. The decision-maker may confirm the original decision or make a fresh decision.
